Cost of Oregon’s Climate Action Plan

Cost to YOU

Bill would raise $1.3 billion when it took effect in the 2021-23 budget cycle, rising to $1.8 billion by the 2025-27 biennium

https://www.oregonlive.com/politics/2019/06/oregons-massive-cap-and-trade-bill-inches-forward.html

That is $1300 to the average Oregon household. Do you want to spend $1300 on this do nothing plan (while China builds hundreds of new coal plants!)?

Politicians won’t admit how much this will cost:  Tina Kotek (2018), (2020)   Mike Dembrow(2018) (2019), (2019). (2019)

But the long-time Director of the Oregon Climate Change Research Institute says it will have “imperceptible”  effect on climate.  https://www.youtube.com/watch?v=dHfez5B_mU8

$3/gal gasoline INCREASE

The Legislative revenue office expects that to translate to about to about 22 cents a gallon increase at the pump in 2021, when the policy kicks in, increasing to 78 cents a gallon 10 years later and $3 a gallon by 2050.

BUT YOU have to buy an electric car!

The assumption is that that the policy will cause Oregonians to gradually, but completely convert to electric passenger vehicles by 2050. Otherwise gasoline they will increase gasoline prices much more - $5-$10/gal?

https://www.oregonlive.com/politics/2019/06/oregons-massive-cap-and-trade-bill-inches-forward.html

At 500 gallons per year that $0.22/gal becomes $219 / average household with 1.97 vehicles

40% Increase home heating cost

Likewise, policy makers are predicting that the bill’s impact on natural gas prices will result in wholesale increases in energy efficiency. Industry groups project a 12 percent rate increase for residential consumers by 2021 increasing to 40 percent by 2035. https://www.oregonlive.com/politics/2019/06/oregons-massive-cap-and-trade-bill-inches-forward.html

By 2040, with the number of allowances being auctioned far lower, the rate impact would grow to 53 percent ($567 annually) for residential customers,

https://www.oregonlive.com/politics/2019/02/nw-natural-says-customers-face-big-rate-increases-under-new-climate-policy.html

The good news here is that  the plan’s main sponsor, Michael Dembrow, claims the plan has been changed. We don’t know that number, but NWNG  made a proposal that will only cost you about  $375/year.

$120/yr Increased electric bills

Using Oregon’s Generation mix and the stated  $23.59 per ton, the average home electric bill will go up by $121 per year

Total Cost - $715/year to start - it goes up!

Gas prices increase  $219/ household at 22 cents/gal, expect $776 at 78 cents/gal & almost $3000 by 2050

Natural gas increase $375/ household

Electric bill increase $121/ household

TOTAL………….  $715 / year increased energy bills.

Data sources are here

Dembrow wants you to spend $10,000-40,000 on a new electric car to avoid that $219/year.  (Do you have an extra $10,000 to $40,000 laying around?)

Through the roof - How $715 per year can become $6971!

What they won’t talk about is that these prices are FAR BELOW what the climate advocates want:  CarbonPrice.org suggests a price of about $230/MT (instead of Oregon’s $23.59).

That would raise the above estimates by a factor of about 9.75 - $715 becomes $6971 per year per household.

Ineffective

If we cut our emissions to ZERO, it would have no noticeable effect on world temperature because Oregon only emits about 0.1% of total emission*, China & India are building hundreds of  new coal plants, and other governments are producing more fossil fuels than promised.  And Oregon is already the 4th lowest CO2 producing state per capita;

Here is a leading Oregon climate expert admitting that the plan will have “imperceptible”  effect.

 https://www.youtube.com/watch?v=dHfez5B_mU8

The video is of Phil Mote, long-time Director of the Oregon Climate Change Research Institute ( OCCRI) and co-lead of the Pacific Northwest Climate Impacts Research Consortium  (CIRC),  saying Oregon's climate plan will have imperceptible effect on climate.

Dembrow must expect that China and India will  let their people remain in abject poverty to follow Oregon’s climate leadership.

Oregon is already the 4th LOWEST state in emissions per capita!  (11th lowest in total emissions)  https://en.wikipedia.org/wiki/List_of_U.S._states_and_territories_by_carbon_dioxide_emissions (sort by state)

*  Oregon 0.7% of USA CO2:  https://en.wikipedia.org/wiki/List_of_U.S._states_and_territories_by_carbon_dioxide_emissions

USA 13.77% of world: https://en.wikipedia.org/wiki/List_of_countries_by_carbon_dioxide_emissions

By multiplying these two numbers we get Oregon’s contribution to world CO2 emission: 0.7% of 13.77% = 0.1%

Kills Jobs

As Oregon develops a framework for a state-based cap and trade program, we see two important priorities that Oregon legislators must consider. The first is ensuring that their actions won’t reverse the progress that we are making in Oregon and subsequently lead to higher global CO2 emissions from pulp and paper production. The second is protecting good-paying, family-wage jobs in rural communities across the state.

The current version of House Bill 2020 does neither. In fact, exempting Oregon’s pulp and paper sector from the proposed requirements is the only way that Oregon can ensure lower global carbon emissions and protect high paying local jobs.

Won’t let us vote on it:

The Democrats put in an emergency clauses to keep us from gathering signatures to refer the legislation to voters.

Its Not about climate

AOC’s Chief-Of-Staff Admits Green New Deal  – ‘It wasn’t originally a climate thing at all’ – It’s a ‘change-the-entire-economy thing’

“The interesting thing about the Green New Deal,” he said, “is it wasn’t originally a climate thing at all.” Ricketts greeted this startling notion with an attentive poker face. “Do you guys think of it as a climate thing?” Chakrabarti continued. “Because we really think of it as a how-do-you-change-the-entire-economy thing.”  https://www.washingtonpost.com/news/magazine/wp/2019/07/10/feature/how-saikat-chakrabarti-became-aocs-chief-of-change/?noredirect=on&utm_term=.191e98806f39

Who Profits

Global warming is a TRILLION DOLLAR Industry full of  giant multilateral corporations that sell wind & solar, big banks trading carbon credits, Colleges and Universities getting funding to study climate, all the way down to individual scientists who will lose their jobs if the climate issue went away.

A Warning to Oregon Democrats

This could happen to YOU when you ignore the will of the people:

Write-in candidate wins Camas mayoral race - Barry McDonnell has 53 percent of the votes, will replace Shannon Turk as mayor https://www.camaspostrecord.com/news/2019/nov/12/write-in-candidate-wins-camas-mayoral-race/

Write-in candidate Barry McDonnell ousts Shannon Turk as Camas mayor

McDonnell didn’t even file as a write-in candidate until Oct. 2. He was a member of the vocal opposition to the $78 million Proposition 2 on the Nov. 5 general election ballot. Proposition 2 failed, with nearly 90 percent of the voters casting their ballots in opposition.   https://www.clarkcountytoday.com/news/write-in-candidate-barry-mcdonnell-ousts-shannon-turk-as-camas-mayor/

Oregon cost of CO2 is set at $26/ton.  https://www.oregonlive.com/politics/2019/02/nw-natural-says-customers-face-big-rate-increases-under-new-climate-policy.html

Conversion to metric ton 1 US ton = 0.907185 metric ton: 26 x 0.907185 = $23.59/metric ton

https://www.inchcalculator.com/convert/ton-to-metric-ton/

Each car emission is 4.71 metric tons CO2:

https://www.epa.gov/energy/greenhouse-gases-equivalencies-calculator-calculations-and-references

Number of cars/household = 1.97:

https://www.statista.com/statistics/551403/number-of-vehicles-per-household-in-the-united-states/

Average home’s electricity emits 5.734 metric tons:

https://www.epa.gov/energy/greenhouse-gases-equivalencies-calculator-calculations-and-references

Average home’s natural gas emits 2.06 metric tons

https://www.epa.gov/energy/greenhouse-gases-equivalencies-calculator-calculations-and-references

World CO2 emissions;

https://en.wikipedia.org/wiki/List_of_countries_by_carbon_dioxide_emissions

Oregon CO2 emissions (from graph at):

https://www.oregon.gov/energy/energy-oregon/pages/greenhouse-gas-snapshot.aspx

Cost of Natural gas:

From a chart on page 2 of  a NW Natural Gas  information sheet titled “Cap and Trade Flyer-v14.pdf”

$230/MT from Carbonprice.org

“According to a study (Nordhaus), the price required to stay below 2.5 °C warming starts at roughly $230 per metric ton of CO2 in 2020, increasing over time.” http://www.carbonpricedc.org/2018/05/17/greatest-tool-need-carbon-price-meet-paris-agreement/)

For Oregon electricity:

According to the Oregon DOE website, our state uses a mix of coal at 31.89% and natural gas at 16.58%. The rest of the mix is considered carbon neutral such as hydro, wind, ect.

Apportion each percentage of the mix:

For 1MWh, the coal CO2 portion would be .3189MWh x 1001 kg/Mwh = 319 kg CO2

For 1MWh, the NG CO2 portion would be .1658MWh x 429 kg/Mwh =  71 kg CO2

A typical household in Oregon uses about 1,000 kilowatt hours (kWh) of electricity per month.  (Page 14 of

https://www.oregon.gov/energy/Data-and-Reports/Documents/2013 Energy 101 Presentation.pdf)

At 1000 KWh/mo (12 Mwh/yr):

Coal = 12 x 319 kg = 3.8MT

NG   = 12 x 71kg = .85MT

.85+3.8 = 4.7 x $23.59 = $111
